Shergaon to house second largest trout hatchery in Asia
NAHARLAGUN, Dec. 7: Regional hatchery complex for coldwater fisheries, NEC Project at Samteng, Shergaon in West Kameng would be the second largest trout hatchery in Asia.
People of Shergaon has donated 300 hectors of land for coldwater fisheries development.
Parliamentary Secretary Fisheries, Law, Legislative Assembly & Justice J.K. Panggeng, responding to the memorandum by people of Shergaon assured that the project Samteng will be taken care by the department of fisheries for maximum production of trout and for tourist attraction the entire project area will be renovated soon .

Efforts to save yak & sheep in Tawang
Tawang, Dec 7: Tawang Deputy Commissioner, Mr. Gamli Padu,Tawang in exercise of the power conferred under section 144 Cr.Pc has banned selling, killing or slaughtering of Yak and indigenous Sheep in any manner in the district.
The order comes at a time when due to the indiscriminate killing of Yak and indigenous Sheep for consumption, population of these two species have become endangered and are on the verge of extinction.

Top priority to education sector: Gamlin
Aalo, Dec 7: The Minister Power (Elect), Tourism, Parliamentary Affairs Jarbom Gamlin
said that top priority would be given to education sector during public meetings
at Yomcha and Darak on Dec 5-
He informed that the school buildings, hostels and teacher quarters of Liromoba have been taken up during this financial year under Special Plan Assistance (SPA) and would be followed by Yomcha, Darak and Kamba.

Participation of communities needed to strengthen rural economy: Bagra
ITANAGAR, Dec 07: The Training of Trainers (ToT) under SGSY in reference to the National Training Action Plan began today at SIRD training hall here.
Inaugurating the programme as the chief guest, Commissioner, Rural Development Tape Bagra asked the participants to make the best use of the training programme so that they turn out to be good trainers under the programme. The trainees in the programme would eventually become trainers for further training the SHGs (Self Help Groups) in their respective areas.
He also emphasised on the need of participation of the communities for strengthening rural economy in the state. He urged the trainees to encourage the SHG members to diversify their economic activities to the possible extent. The need for ascertaining the market potential properly to be able to repay the bank credit was stressed. He called for a change in the attitude of SHGs while mentioning that in the context of Arunachal Pradesh, there was a need for creating sensitization for the SHGs to commence their operation even with little group corpus.
Referring to the SIRD faculties and resource persons from NIRD, he hoped that clarifications regarding bank linkages, records maintenance, and establishment of linkages would be provided in the training programme.
He hoped that the ToT amongst other things would also enable the trainees to properly design and conduct training programmes on their own in near future.
Earlier, resource person from NIRD, Dr Sridhar Seetaraman, gave a brief background on the SGSY programme and also highlighted the need for relatively backward states to provide more dedicated efforts on self employment initiatives and livelihood promotion programmes for poverty alleviation. He referred to the recommendations of Subas Pani (former Secretary, Ministry of Rural Development) and Radhakrishna committee recommendations based on which Government of India is placing renewed thrust on initiatives linked with self employment and livelihood promotion, particularly under the National Rural Livelihood Mission (NRLM).
This training programme assumes significance in the light of possibility of formal commencement of NRLM programme by Government of India from April one, 2010 onwards in the country. The training programme would also cover an exposure visit for the participants to Mahila Sashakti Kendra (MASK) at Balipara. It will enable the participants to acquire first hand experience by interacting with one of the biggest and functional SHG federation near Itanagar.

The ADC and Circle Officer Yachuli, J.T.Obi, who rushed to the spot Supervised the rescue operation and retrieved the dead bodies this morning with the help of local volunteers lead by Yazali Bazar Secretary, Taba Dol.
The Lower Subansiri DC Sadhana Deori expressed shock and grief over the untimely demise of her Head Assistant and the LDC. She conveyed her condolences to the bereaved families. Mein underscore the need for awareness generation
ITANAGAR, Dec 7: While addressing a review meeting of his department, C.T. Mein, Parliamentary Secretary, Animal Husbandry and veterinary said that he understood the importance of livestock sector for bringing about economic development through participation of farmers who are really contributing to the economic growth in developed states. To achieve that status we should make vigorous awareness generation on animal husbandry activities in the state, he said.
The review meeting of the Department which was held yesterday was attended by T. Taloh, Commissioner (AHV), officers including the ones from the districts, Deputy Directors, Loilang, Sangti, VTI.
Mein, Parliamentary Secretary expressed happiness at arranging the meeting of the officers of the districts at a short time and called for dedication in exploring possibilities to expedite rapid development of animal husbandry activities in the state.
In the meeting, Director (AHV) briefed and highlighted about the activities of the department. Commissioner Taloh while addressing the officers of the department urged them to improve the velocity of animal healthcare activities inspite of limited resource. Meanwhile, Mein inspected all the livestock farms located at Nirjuli on Dec 4. This was his first visit to the Departmental livestock farms after assumption of office of Parliamentary Secretary (AHV) to of the Animal Husbandry activities of the Department.
During the visit to Composite Livestock Farms i.e Dairy, poultry and Piggery and address to the officers, he expressed surprise at the state of the affairs of the farms in spite of meagre fund allocation to run then farms.
He also expressed happiness that officers are working dedicatedly to upkeep the existence of the farms , which acts as a model for livestock development scenario of the state as well for enhancement of awareness for production of milk, meat and egg in the state which will in long run make the state self sufficient in this sector.

the effort made by MD (IDDP) for providing quality processed and packaged milk at

Annual conference of finance & accounts underway
NAHARLAGUN, Dec. 7: The state finance and accounts service officers is conducting 2 days conference from Dec 7 on redirecting and improvising the financing and accounts system of all the departments of the state.
The main agenda of the conference will be routing of LOC and cheques through Treasury before placing into the bank, establishing bills like pay bills, TA bills, GPF, MR claims Loans and Advances, communication of temporary post and permanent post, mechanism for checking of expenditure within budget allotment.
Setong Sena, Minister Finance and IPR&P discussed on how to improve on accounts and finance system of all department in the state. He urged all the FAOs and TOs of various departments to work together and be the watchdog of the department. Sena also said it is better for all the finance and accounts service officers to know the rule, new equipments etc properly to run their office smoothly. He further said he would cooperate and help in any way possible to rectify the system.
Attending the programme were representative of SBI, director of Accounts and Treasuries, Secretary Panning, accounts general, director of audit and pension, Commissioner (finance), FAOs of all districts, TOs and other important dignitaries.

Low turnout at AR’s recruitment rally in Khonsa
KHONSA, Dec 7: In an endeavour to give a boost to employment avenues in the state
and district in particular, the Assam Rifles conducted a Recruitment Rally in Khonsa
from Dec 1-
However, only one third of the total vacancies allotted to Arunachal Pradesh have been filled due to low turnout of youth for the rally. As a result, another rally is likely to be conducted in Khonsa to fill the vacancies in near future.
The candidates were screened by conduct of various tests including physical, Medical and academic spanned over a period of six days.
19 Assam Rifles carried out aggressive publicity of the rally in the remote areas of Tirap district to include villages in Pongchau, Lazu and Wakka circles. The unit also provided conveyance to aspirants and catered for their food and accommodation in the unit during the conduct of rally.
Recently certain changes have been incorporated in the selection procedure, wherein, the candidates have to apply to Headquarters Directorate General Assam Rifles and the call letters are issued to eligible candidates.

Tawang, Dec 7: The entire district is jamming for 'Maitry Diwas'-
Chief Minister Dorjee Khandu has already arrived today to attend the day as chief guest. There will be colourful programs and presentations by the various battalions of the Indian Army stationed here and by the local cultural troupes of Tawang district.

Meanwhile, a meeting was held in the Conference Hall of Deputy Commissioner, Tawang on Dec 4 under the Chairmanship of K.N. Damo, EAC, Tawang in connection with the sensitization and preparation of the Census 2011.
Damo informed the members present that the works relating to Census 2011 will soon start and that officers and staffs of various departments will be requisitioned for conduct of the same.

ITANAGAR, Dec 7: Banderdewa Tarajuli Village Development Committee has requested authorities to take immediate measure to restore water and electricity supply in Tarajuli village. In a press release issued, committee condemned the fact that despite being part of 7 Lekhi Panchayat which comes under prestigious Itanagar Constituency, Tarajuli village has to struggle for basic amenities likes water and electricity.
Villagers of Tarajuli alleged that power supply has been erratic since last one year and their repeated complain to power department did not yield any result. They also asked government agencies to start repairing of road connecting NH52 to Tarajuli village at the earliest.

ITANAGAR: Education Minister Bosiram Siram visited Government College, Yachuli today.
While interacting with the faculty members, staff and students of the college, he emphasized the need for quality education and exhorted the students to be sincere, dedicated and hardworking.
Siram assured to allocate maximum fund to the college in the current financial year. He further urged the concerned construction agencies to complete the works at permanent site by the end of this year so that the college could be shifted in the coming academic session.

Western gate of Itafort cries for attention
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the authority concern apropos the maintenance of western gate of Itafort.
We know that our State is left with only few fragile historical ruins because of the natural hazards like frequent landslides, earthquakes, heavy rain falls. In other words, the topography of our state is not suitable to preserve the same. So, it is our duty to take good care of the remaining historical relics but unfortunately the western gate of Itafort which is located in the heart of our capital, just opposite the Traffic Island of Bank Tinali Road is covered with wild bushes and creepers.
It seems like the western Gate of Itafort the main Entrance has been totally forgotten by us. Moreover, it is difficult to see the western Gate’s remains from down the road as the wild hedge cover the fence.
Every brick of the western Gate of Itafort are screaming to tell her suffering but their yelling seem to have diminished before the realm of noisy horns of vehicles plying through day and night on the road. Even us, the common citizen give a deaf ears to her grievances. It seems like no one is even bothered to pay them a glance.
The other two Gates are also struggling; the Eastern Gate suffered heavy damage due to natural calamities, is built on stone masonry, and overlooks Doimukh in the Dikrong valley. The Southern Gate has completely lost its entrance. So the time has come to ask ourselves whether we want to preserve them or not? Whether we want to forget that fort, after which our State’s capital is named? Or whether to forget the Great Ahom King Chakradhvaj Simha who gave us a souvenir of their time ‘The Itafort’?
No!! Definitely no...rather we should be proud of them and preserve this historical relics zealously. It is noteworthy and regretful to mention here that some of us especially the youths try to carve their names with their beloved’s names on the wall of the Itafort, which is not praiseworthy. Simply by writing your name with your beloved’s name on the wall of the protected fort will not help people to be bonded for eternity.
Rather, we people are pillaging the beauty of the only historical relic that our capital has. Hence, I would like to request all the young generation not to indulge in this kind of disgraceful act. Every single brick of the fort is our precious property. We should give our helping hand in preserving the same.
Therefore, it is my earnest appeal to the authority concern to look into the matter and take the pain of clearing the wild bushes, creepers creeping around the Western Gate of Itafort. So that it can be seen clearly even from a distance and the tourists who pay visit to our state shall see the pride of the capital. In addition, especially the history students from all colleges of our state shall find some 321 years old historical relics in well preserved condition.

Upper Subansiri District deserves Preliminary Exam Centre
Dear Editor,
I would like to draw the kind attention of the concerned authority towards the need of APPSCE Preliminary Examination Centre in Daporijo for the candidates of Upper Subansiri District.
Upper subansiri, Lower Subansiri and Kurung kumey, has been merged and given one Examination Centre at Ziro. The total candidate for Ziro Examination centre is 1723, which is the centre with highest candidates among all other centres for upcoming APPSCE Preliminary Examination.
Approximately, there are 420 candidates from Upper Subansiri district itself and
there would be many more or same number of candidates from Kurung Kumey as well.
Therefore, out of 1723 candidates approximately 850-
Now the question is, will there be enough space for accommodation i.e. Hotel & Lodge, for all the candidates who hails from outside the Ziro valley?
In winter especially in the month of January there is severe cold in Ziro Valley, and without proper accommodation facility the candidate hailing from outside may not be able to give their best shot in the Preliminary Examination. There is a saying that’’ Person feeling hunger and cold thinks about food and warm only, incapable of thinking beyond that’’. So what if there is accommodation problem for such a large number of candidates hailing from outside Ziro, as everyone has to reach the concerned Examination Centres one day earlier to fresh up and take rest to be prepared for the Exam.
There are some districts which got the privilege to have Preliminary Examination
Centre in their district headquarter, even though the number of candidates are less.
For example, Changlang – 287 candidates, Seppa-
Whereas, Upper Subansiri District has 420 candidates approximately still there is no Preliminary Examination Centre at Daporijo. So why there is partiality in providing Examination Centre to the candidates of Upper Subansiri District. The question which comes to every one’s mind is, on what basis the Examination Centres have been selected or declared? It seems that there is defect in management for conducting the Exam by the concerned Authority.

Rejection of 1735 is not a mere coincidence
Dear Editor,
I have gone through the "Flexibility is no good for APPSC" by Miss Vanessa Borang which was published in December 6th edition. She has mentioned about the negligence by the aspiring APPSCE candidates whose applications have been rejected.
I would like to request her to go through the rejected list of candidates and get the correct information. If it were a case of few applications, it would have been an acceptable case. However, there are 1735 rejected candidates, just for not self attesting the photo. Isn't it an exception?
Its not about being an educated person making silly mistakes, it’s about the incomplete information published. It is not that the rejected candidates were filling up the form for the first time. Moreover, here the matter is not about the flexibility of the APPSC board, it’s about the incomplete information provided.
Nowhere in the application form can you see stating the need of an attested photo even though it was given in the ad, (I even have the xerox copy) and it is not possible for us staying outside Arunachal, to access the papers. Therefore keeping all this points, the board should give a second thought for the rejected candidates.
